INTRODUCTION

This supplemental declaration is submitted under the doctrine of Quia Timet, to bear lawful witness to patterns of institutional harm inflicted upon two former law enforcement officers—Anthony Falgiatore (East Whiteland Police Department) and Joseph Juisti (East Pikeland Police Department)—whose willingness to uphold truth and accountability appears to have resulted in professional retaliation, silencing, or removal.

This record is not speculative. It is based on firsthand interactions, documented communications, and observable public actions and omissions by their respective departments and supervising authorities. The concern raised herein is not only for their sake but to establish a clear public record of what happens to those within law enforcement who dare to uphold the truth when it becomes politically or institutionally inconvenient.


OFFICER JOSEPH JUISTI – EAST PIKELAND POLICE DEPARTMENT

Joseph Juisti was present during multiple key interactions, including meetings involving Chief Major, Lieutenant Heyman, Corporal Weaver, Officer Paris, and myself. During these sessions, it became clear that Juisti was expected to assist in internal investigative matters involving reported harms against my family and potentially against law enforcement families who had raised concerns.

Juisti’s demeanor was professional, balanced, and willing to engage with facts. Not long after these conversations occurred, he vanished from all communication. Recent disclosures by Officer Corbo and Corporal Weaver confirmed he had been “terminated” or removed from his role. Despite my status as a key complainant and harmed party, I was never contacted, interviewed, or briefed regarding his sudden removal. This lack of procedural transparency raises profound questions about whether Juisti’s termination was a politically motivated silencing, orchestrated by Chief Major and/or the East Pikeland Board of Supervisors.

His removal had the direct effect of obstructing a full and fair investigation and removed one of the few internal voices willing to engage with my claims in a credible way. That silence echoes still.


OFFICER ANTHONY FALGiatore – EAST WHITELAND POLICE DEPARTMENT

Officer Falgiatore is on public record, including in my affidavits and in-camera submissions, as reporting direct witness intimidation to ADA Inessa Daniels in relation to my matter. He was the sole East Whiteland officer to pursue certain leads, including issues involving the Octorara School District, the Brian Fox emails, and the alleged obstruction by Chief Yeager and Lt. Kopacz.

At a crucial moment in my legal proceedings, Falgiatore abruptly “retired”—a retirement I believe was either forced or strongly encouraged by his superiors to eliminate his potential as a cooperating witness. He did not appear at trial. He did not respond to follow-up communication. And his sudden removal benefited those who sought to suppress evidence, silence his voice, and keep exculpatory documentation out of court.

Falgiatore’s silence—whether voluntary or coerced—has had an enduring and damaging effect on my ability to receive a fair hearing and to hold public actors accountable.


CLOSING THOUGHTS

Scripture teaches that “Have nothing to do with the fruitless deeds of darkness, but rather expose them” (Ephesians 5:11). I do not submit this supplemental declaration to shame these departments, but to protect the record and defend those who tried to act righteously within corrupt institutions.

The doctrine of Quia Timet was established precisely for cases like this—when the anticipated or orchestrated silencing of witnesses threatens the fair administration of justice. Officers Juisti and Falgiatore may never speak publicly. But I will. And I pray that those reading this document will consider not just the personal and legal ramifications, but the spiritual ones.

Silence in the face of unrighteousness is complicity. And complicity—when institutionalized—destroys the very fabric of truth our justice system claims to uphold.
