Administrative Literacy is the disciplined practice of using public processes — Right-to-Know requests, appeals, open meeting laws, official filings — to surface what the public record actually contains, rather than accepting any party’s summary of it.
It does not require a law degree. It does not require insider access. It requires a written request, the willingness to appeal a denial, patience measured in weeks and months rather than days, and the habit of reading primary sources before forming conclusions.
This is Achievement #001. The first. The one where a document surfaced that the prevailing narrative did not account for. The one where a Right-to-Know request was filed. The record began here.
▸ How A Primary Source Gets Located
Something in the public record doesn’t match the narrative. A claim is made. A document is referenced. A third party confirms the existence of something that the prevailing summary does not account for.
A Right-to-Know request is filed. Pennsylvania’s Right-to-Know Law, 65 P.S. §§ 67.101 et seq., provides that records in the possession of a local agency are presumed public unless exempt. A written request is submitted. The clock starts.
The agency responds — or doesn’t. Extensions are invoked. Denials are issued. Records are produced in part. Each response is documented. Each gap is noted.
