FIELD NOTES — WORKING FINDINGS LOG
Observations worth preserving that aren’t confirmed yet. Lower ceremony than the Achievement Registry, by design — this is where a finding lives while it’s still open, before it’s earned a full page.
Each entry below is a summary. Click through for the full record — what the document shows, why it matters, and explicitly what is not yet asserted. When a finding resolves, its detail page is redesigned into a full Achievement, and its status here updates to Resolved with a link to that Achievement.

PERSONAL EMAIL USE IN BOARD CORRESPONDENCE CONCERNING THE LITIGATION
Dec 8, 2023 email shows a Board member corresponding about litigation-related materials via personal (non-district) email addresses. Relevant to AP 2026-1329’s search-scope question. Sequenced to follow Octorara’s Final Determination response before further action.
▸ READ FULL FINDINGPOSSIBLE SUNSHINE ACT QUESTION — QUORUM COMMUNICATION VIA PERSONAL EMAIL
Same Dec 8, 2023 email, sent to 6 recipients (7 incl. sender) via personal addresses; Director Falgiatore notably absent from the list. Two unconfirmed elements: quorum status of the recipient list, and whether content constitutes deliberation vs. information-sharing.
▸ READ FULL FINDINGA WITNESS DESCRIBES WHAT FOLLOWED HIS TESTIMONY
In a recorded Lancaster Patriot interview, former Board Director and former police Sergeant Anthony Falgiatore described testifying on Miller’s behalf and, in his words, “against the state police and the school board” — then described his chief being contacted by State Police, supplied with his testimony transcript, over a specific statement he made. His direct account is preserved on video; whether agency records corroborate the purpose and recipients of those communications remains open.
▸ READ FULL FINDINGBOARD DIRECTOR — DIRECT CONTACT WITH DA AND PROBATION DURING ACTIVE CRIMINAL PROCEEDINGS
Four documented contacts between Board Director Fox and Chester County criminal justice agencies — DA’s Office and Adult Probation / Pretrial Services — spanning July 2023 through May 30, 2025. Contacts include bail monitoring, reporting online activity to prosecutors, transmission of PMA materials to the assigned ADA, and post-conviction consultation on trespass notice enforceability. RTK-produced and corroborated by Director’s own published account. No conclusions asserted.
▸ READ FULL FINDINGSWORN WITNESS ACCOUNT — ADA ADVOCATE · COUNSEL CONDUCT, CONTINUANCES, AND COURTROOM ACCESS
A signed and notarized affidavit from Jim — Miller’s ADA advocate and witness throughout Chester County court proceedings — describes in firsthand detail: the consistent pattern of Miller objecting to continuances when informed; multiple instances of the “this is my show” exchange with counsel; courthouse ADA access denial including confiscation of an assistive device; East Pikeland officers interacting with prosecution in and around the courtroom on multiple occasions; and the privilege waiver claims made when Jim was present in private meetings. Hard copy in transit; digital copy received and preserved.
▸ READ FULL FINDINGTHREE SOURCE ARCHIVES — OCTORARA · EAST PIKELAND · EAST WHITELAND
Three interrelated archives document the full administrative, investigative, and judicial record underlying this registry. The Octorara Communications archive is held pending OOR Final Determinations (AP 2026-0167 due Aug 28 · AP 2026-1329 production due Jul 26). The East Pikeland archive is held pending OOR Docket #1016-2457 (filed Jun 22, acknowledged Jun 24). The East Whiteland archive is held pending Chester County Court of Common Pleas ruling in Case #2026-00691-CS. None are publicly linked. All are structured and dated. This entry establishes their existence in the record before any determination is issued.
▸ VIEW ARCHIVE INDEXSEALED PREDICTION — ADMINISTRATIVE BURDEN SEQUENCE · JULY 2026 THROUGH JANUARY 2027
A pattern-based prediction of nine administrative outcomes, sealed July 15, 2026 before any milestone resolved. Not an allegation of malice or intention. A civic observation: the cumulative procedural burden imposed on a private citizen seeking accountability through lawful process does not require any individual to act improperly — it requires only that each institution continue to function as designed. The sealed prediction document is maintained separately and is available to qualified entities upon request.
