Consolidated RTK request to the Pennsylvania State Police

PSP No. 2026-3632 · OOR AP 2026-4117 · Updated 10/6/2026

  • 08/18/2026Consolidated twelve-category request submitted to the Pennsylvania State Police (submission JRM-PSP3-2026-8-18-01; PSP No. 2026-3632). Supersedes the July requests in #016A and #016B.
  • 09/24/2026PSP final response. Five General Offense Reports identified and withheld as investigative records; requests for recordings referred to the separate Chapter 67A process.
  • 09/24/2026Appeal filed with the Office of Open Records, docketed as AP 2026-4117. The appeal does not seek exempt investigative content. It asks whether PSP accounted for each requested category, with a category-by-category comparison in Appendix A. Its central point: located and exempt is not the same as searched for and not found.
  • 09/25/2026A separate, more detailed request received by PSP (PSP No. 2026-4335). On 10/02 PSP extended its response date to 11/02/2026, citing the extent or nature of the request.
  • 10/06/2026PSP verification by its Agency Open Records Officer. It states that all Department databases were searched, including the Records Management System, and that the Bureau of Communications and Information Services was contacted. It lists the five General Offense Reports: three open (two harassment-by-communications investigations and one 2022 weapon/trespass investigation) and two closed with no crime found. Exemptions cited: RTKL §708(b)(16), §708(b)(17), §708(b)(6)(i)(A), and the Criminal History Record Information Act.
  • 10/06/2026Requester’s limited supplemental response, with one contemporaneous email as Exhibit A. It addresses a single unresolved question: whether PSP’s search located any record of communication or dissemination to the Chester County District Attorney’s Office. No conclusion is asserted about whether such communication occurred. PSP verification, response, and exhibit (PDF)
  • PendingOOR Final Determination on AP 2026-4117, expected about 10/24/2026. PSP response to No. 2026-4335, due 11/02/2026.

Where the record stops: PSP’s verification describes what was searched and what was found. It does not say whether communication or dissemination records involving the District Attorney’s Office were separately located, folded into the reports, or not found. That is the question before the Office of Open Records. The verification also lists the 2022 weapon/trespass report as open, while the related court case concluded on May 30, 2025. The record does not show why the report remains open.
